As the President of ACE BH (Association of Consulting Engineers Bosnia and
Herzegovina) I am pleased to invite you to participate in this important event,
which will be held 27-28 September 2007, in Sarajevo.
This event will bring together specialists in planning of road transport system
development, road management, road construction, road maintenance, environment
protection, security, consultancy services, financing of road infrastructure
and scientist and government representatives to review today achievements as
well as tomorrow challenges of the development of road infrastructure in B&H
and neighboring countries.
First BH Congress is an Information Congress. The Congress is part of the efforts
of the B&H consulting engineers supported from Ministry of transport and
communications in B&H to establish strong forum for interactive development
process in the roads sector.
This Third Announcement informs about the preliminary program.
Book of proceedings and appropriate CD will have 140 reports.
As the capital of Bosnia and Herzegovina, Sarajevo is among Europe's popular
destinations and has long been recognized as one of the most fascinating cities
with big collection of cultural and historic sites, which confirm its rich past
and hopeful future.
I look forward to meeting all of you in Sarajevo in September 2007 at this
event.

Introduction
During past 10 years in Bosnia and Herzegovina was organized a number of scientific
and experts meeting which addressed the issue of regional transport infrastructure,
primarily roads. Regional transport infrastructure events covered Western Balkans,
Balkans and Central European infrastructure. During this time several analysis
have been done financed by EU and JICA which addresses the problem of development
of transport infrastructure in BiH.
STATE TRANSPORT STRATEGY is currently being prepared.

BiH is far behind in the field of development of road infrastructure when compared
to other European countries, particularly the highways. Measured against highway
mileage in EU per 1000 sq km, BIH should have had by 2003 some 820km of the
highways. Today (November 2006) BiH has got 20 km, while another 50km is being
built and prepared. It is estimated that BiH will have in 2009 around 60km of
the highways. In January 2007 Feasibility study and Preliminary design for highway
in Corridor Vc will be completed.
By organizing first BH Congress we shall provide an opportunity for analysis
of the problems faced in all aspects of the development of road transport system
in BiH against the background of intensive preparations for realization of the
highway project within the Vc corridor as the largest infrastructure and developmental
project in Bosnia and Herzegovina. It will present an opportunity to analyze
road networks of BIH and its neighboring countries.
Topics of the First congress aim at:
- Creating the basis for analysis of the current state of road networks in BiH
- Creating guideline for the new strategies
- Identify most rational solutions
- Create more responsible stance towards sustainable development of the road
transport system
- Provide government institutions with expertise in the field
- First BiH is an International Congress. Environmental protections, new systems
of administration of road infrastructure, new materials in construction and
maintenance, innovative approaches in designing, standardization and financing
are among the topics of interest for the experts in various related fields,
investors, public administration, commercial companies and wider public.
